Continuous Timezones
To avoid awkward jumps in the time when travelling, timezones should be continuous rather than discrete. So Sydney would be GMT+10.07 instead of GMT+10. All watches would have inbuilt GPSes, so as to be able to correct the time as they move.
The disorienting jump of daylight saving can also be avoided. Instead of setting the clock back or forward a whole hour all at once, it would be changed by one minute per day for sixty days. This will upset the cows less.
